Marbella is entering a new phase of urban development following the approval of its General Municipal Development Plan (PGOM), marking an important step towards modernising the city’s planning framework.
The new plan will coexist with the 1986 General Urban Development Plan (PGOU) during a transitional period, ensuring continuity while the municipality prepares its more detailed Urban Development Plan (POU).
Under the new framework, the PGOM will establish Marbella’s overall urban planning strategy, while the future POU will define specific development regulations. Existing projects with final planning approval may continue under their current conditions, while developments still undergoing approval will be subject to transitional requirements and deadlines.
The new framework also provides opportunities for certain urban regeneration projects to progress before the POU is finalised, subject to the applicable regulations.
What does this mean for Marbella’s property market?
The transition represents an important step towards a more modern and structured planning system, potentially supporting future development opportunities, urban regeneration and long-term investment confidence.
The PGOM will officially enter into force following its publication in the Official Gazette of Málaga Province.
